Bill Paris co-founded PKW Law in 1997 and has spent decades representing public and private clients. His experience includes water rights adjudications, water transfers, public trust issues, and water use reporting.

Bill Paris is a partner at Paris Kincaid Wasiewski, LLP, and has extensive experience as general and special counsel to public agencies such as irrigation districts, water districts, reclamation districts, and community service districts. Bill has a deep knowledge of governmental regulations and processes, such as CEQA, NEPA, and ESA, and he has successfully represented numerous private water rights holders and irrigation districts regarding in-basin and out-of-basin transfers. Bill also has experience with open meeting laws, contracts, real property, and rates and charges under Propositions 218 and 26.
His practice includes all phases of civil litigation in both state and federal courts, as well as before administrative agencies such as the State Water Resources Control Board and the Central Valley Flood Control Board.

Bill earned his bachelor’s degree in history from The Ohio State University in 1990. He graduated cum laude with a distinction in history and honors in liberal arts.
Bill obtained his J.D. from George Washington University in 1993.

Bill is admitted to the State Bar of California, and is a member of the Butte County Bar Association.
He is also admitted to practice in the U.S. Court of Appeals for the Ninth Circuit, the U.S. District Court for the Eastern District of California, and the U.S. District Court for the Northern District of California.

Bill coordinated efforts to obtain comprehensive flood protection and ecosystem restoration for the Hamilton City area. Thanks to his work, Hamilton City’s restoration efforts were only one of two new construction starts in the nation recommended for funding in the president’s budget for FY 2012.
